Action Requested:
The Northfield City Council considers the attached Resolution approving plans and specifications and authorizing advertisement for bid for the Sanitary Sewer Lining Project WSTR2024-J35.

Summary Report:
The City Council is being asked to approve the plans and specifications for the Sanitary Sewer Lining Project (WSTR2024-J35) and to Authorize Advertisement for Bid.

Sanitary sewer lines are going to receive a lining on the inside of the pipe to prolong the life of the sewers. The sewers in the presidential courts neighborhoods as well as in the Spruce Court are receiving the lining. The sewers are made of clay (vitrified clay pipe); adding the lining protects the pipes from breaking and eliminates the root intrusion at joints. A few of the pipes have excessive root intrusion and require minimally of annual cleaning with the City's JetVac cleaning truck. Lining the sewers will eliminate that and allow for the lines to get back on the regular maintenance cycle of every years. Additionally, the roadways and other utilities are in good condition and do not require replacement and do not require a full excavation of the roadway. The sewer lining will take place from the surface and not require excavation.

Plans and Specifications can be obtained at the City Hall Engineering office if requested.

Alternative Options:
The City Council could choose to not accept the project which staff does not recommend due to the age and condition that warrants maintenance.

Financial Impacts:
The project is estimated to cost $500,000.
