Action Requested:
Staff recommends approval of the attached Resolution (Attachment 1) accepting bids and awarding the contract for the Lincoln Waterway Box Culvert Improvement Project (STRM2022-K36).

Summary Report:
The City Council is being asked to award the contract for Lincoln Waterway Box Culvert Improvement Project (STRM2022-K36). The Plans and Specifications were completed by Bolton and Menk, Inc., and at the February 20th, 2024 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2024-015. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site, and the City of Northfield website.

The project scope includes work at the following location (Attachment 2):

* Removal and replacement of existing box culvert
* Minor grading
* Restoration

The City received three competitive bids (Attachment 3), which were publicly opened and tabulated on March 21, 2024 at 2:00 p.m. The bids ranged from $733,939.00 to $808,918.00 with the lowest responsible bidder being Heselton Construction with a total bid amount of $733,939.00 This compared to the engineers estimate of $624,039.00. This project is identified in the 2024 - 2028 Capital Improvement Plan (CIP), and funding for the project is a combination of stormwater enterprise funds and bonding as outlined in Attachment 4.

In addition to the box culvert work, the City executed an agreement with Progressive Rail, Inc. which defines the City's responsibility to pay for the work, completed by RailWorks Track Systems, LLC., associated with removing and resetting the tracks. This additional cost is detailed in ...
