Discuss Principles for Redevelopment on the Archer House Site.

Commission members are asked to discuss redevelopment principles for the Archer House site.

Summary Report:
The Archer House suffered a fire in 2020 and was subsequently demolished in 2021. The site is an infill opportunity for redevelopment in downtown. The site is within the C-1 Zoning District and the Downtown Historic District. Additionally, a portion of the property is within the 100-year floodplain.

Given the prominence of the site, there are many key players involved in the redevelopment. City staff have brought in a team of consultants to assist the process. Staff and the consultant team have been working closely with the property owner/developer team. In addition, the City Council, Heritage Preservation Commission (HPC), Planning Commission (PC), and Economic Development Authority all will have some form of involvement for the site.

To facilitate an open discussion between the boards, staff have gathered the HPC and PC together for this work session. This is an initial, informational review presented by city staff and consultants; an application has not yet been submitted. No formal decisions will be made during the work session. The work session will end promptly at 5:30 p.m.

Please see the attached presentation and come prepared to discuss reactions to the information within the slides. Bring questions and comments for engaging discussion with both commissions. After the meeting a follow-up survey will be sent out to commissioners for an additional opportunity to provide feedback. Additional meetings will also be scheduled in the future regarding the redevelopment of the site.
