Consider Accepting Bids and Awarding Contract - Fifth Street Bridge Maintenance Project.

Action Requested:
Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the Fifth Street Bridge 66505 Maintenance Project (STRT2022-B01).

Summary Report:
The City Council is being asked to award the contract for the Fifth Street Bridge 66505 Maintenance Project (STRT2022-B01). The Plans and Specifications were completed by the City of Northfield Engineering Division, and at the November 16, 2021 City Council Meeting, the Council authorized the advertisement for bids via Resolution 2021-110. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site, and the City of Northfield website.

The City received three (3) competitive bids (Attachment 3), which were publicly opened and tabulated on December 16, 2021 at 2:00 p.m. The bids ranged from $575,690 to $583,610 with the lowest responsible bidder being Global Specialty Contractors Inc. with a total bid amount of $575,690.00. This compared to the engineers estimate of $475,580.00. Although bids were 20% above the Engineer's estimate, Staff still recommends awarding the project due to the close proximity of the bids received and this project was delayed from last year due to the bidding environment. The bridge maintenance work needs to be completed in 2022. This project is identified in the approved 2022 - 2026 Capital Improvement Plan (CIP), and funding for the project will utilize bonding funds.
Alternative Options:
City Council may decide not to award this project; however, the bridge will continue to deteriorate due to the condition of the current structure. If the work is not awarded, the bridge will be posted to lower load limits in the near futur...
