Update/Discussion on Rice County 10-Year Transportation Improvement Plan.

The Northfield City Council discusses the Rice County 10-Year Transportation Improvement Plan.
Summary Report:
On November 23, 2021 Rice County Engineer presented to the County Board the 2022-2031 Transportation Improvements plan. The County Engineer has indicated that the first 5-years of the plan are in more of the scoping/design process. Beyond the first 5-years the plan is more conceptual and subject to adjustments. A public hearing on the plan is scheduled for January 11, 2022.
A couple of items to highlight in the plan as it relates to the City:
• 2024 County Road 79/Wall Street - Reconstruction/Bridge Replacement
o This will have some work beginning in 2022. The City and County will have a cooperative agreement, and start project scoping and Right-of-Way needs.
o 2023 Final Design
o 2024 Construction
• 2024 County Road 78 - Bridge Replacement
• 2026 CSAH 28 (Jefferson Parkway to East to County Road 42)
o Staff believes the overlay should come further east to Prairie Street and include the trail overlay.
o This currently is not in the City 5-year CIP as it is currently proposed as outside City Limits.
• 2030 County Road 78/Armstrong Road - Currently identified as a Reclaim
• 2031 County Road 43 (Lincoln Street to Dakota County Line) - Reconstruct
Also attached for reference is the City Planned Walking and Biking network map along with the 5-year CIP Map for the City.
Any specific thoughts/comments from Council on the plan will be shared with Rice County.
