Consider Resolution Approving Sponsorship of the MnDOT Transportation Alternatives Grant Application for the funding year 2026.

Action Requested:
The Northfield City Council approves the attached Resolution sponsoring the 2021/22 Transportation Alternatives Solicitation for the funding year 2026.

Summary Report:
For the 2021/22 application cycle, MnDOT is conducting a solicitation for Transportation Alternatives (TA) projects. The TA funding available through this solicitation is for project construction in fiscal year 2026. TA funding requires a 20 percent local match. Maximum funding awards are set by each Area Transportation Partnership.

MnDOT is scheduled to complete a mill and overlay on TH 19 from TH 3 to TH 13 during the 2026 Construction Season. The City of Northfield will use this grant monies if awarded to install a trail along TH 19 from Armstrong Road to Decker Avenue (Attachment 2) in conjunction with the MnDOT Project. Northfield, which is located in MnDOT District 6, has $1,200.000 available for funding available in 2026. The estimated costs of the trail are approximately $1,000,000 at this time. The grant requires a 20% match; therefore, the City of Northfield would provide $200,000 to satisfy the grant requirements.

Alternative Options:
Council could elect not to submit for this project grant.

Financial Impacts:
Staff recommends the City share of $200,000 if the City is awarded the grant be evaluated further but would come from either the Capital Project Fund, debt issuance for 2022 or potentially year end designated reserves pending the 2021 financial audit.
