Title
Public Hearing on the 2022 Budget and Tax Levy.

Action Requested:
The Northfield City Council holds a public hearing for the 2022 proposed tax levy and budget.
Summary Report:
The preliminary levy was approved on September 21, 2021 with a 15.0% maximum levy increase over last year’s amount. The HRA and EDA levies were preliminarily approved with a 10.0% increase to both. Staff will conduct a presentation of the final levies and budget amounts. After making adjustments for staffing requests and potential ARPA expenditures, the recommended levy is currently at 11.6%. The public will have an opportunity to speak.
There are five budget related approvals that are needed following the public hearing. Council will be asked to approve a final resolution for each of the five areas. Additional information is contained in the staff reports and resolutions for these items.
The Resolutions will be presented as follows:
• Adopt the final EDA Levy and the final HRA Levy
• Adopt the final City Levy
• Adopt the CIP
• Adopt the CEP
• Adopt the 2022 Budget
The presentation was in development at the time of the agenda development and will be submitted as a supplemental agenda item.
Financial Impacts:
The levy is the primary source of revenue for the City of Northfield.
