Action Requested:                     

The Northfield City Council approves a Motion for Permanent Easements Agreement for public utility and public sidewalk with St. Olaf College.

 

Summary Report:

St. Olaf College is in the process of completing a Student Housing Project along St. Olaf Avenue between Lincoln Street and St. Olaf Campus.  The project area included an existing City owned watermain that bisected the project area.  St. Olaf College has relocated the watermain, and has granted a 20’ easement (Attachment #1) to the City of Northfield for the relocated watermain.

 

In addition to the utility easement, a permanent sidewalk easement (Attachment #2) has also been granted to the City of Northfield along the north and south side of St. Olaf Avenue for a portion of sidewalk that has been installed outside of the Right-of-Way. This sidewalk was widened as part of the project to make it more functional for the pedestrians.

Financial Impacts:                     

A fee of $1.00 is proposed for the acquisition of the easement, along with staff and legal time to draft the easement agreement.
