Consideration of a Stormwater Maintenance Agreement with St. Olaf College.

Action Requested:                     

The Northfield City Council approves a Motion authorizing the City to enter into a Maintenance Agreement and Maintenance Plan with St. Olaf College for private stormwater management facilities related to the St. Olaf Student Housing Project.

 

Summary Report:

St. Olaf College is constructing a new Student Housing Project on St. Olaf Avenue between Lincoln Street and St. Olaf Campus.  As part of the project, in order to meet stormwater management requirements, a private on-site stormwater facility is proposed for construction.

 

According to Northfield City Code, Chapter 22 - Environment, stormwater treatment is required to treat the additional stormwater generated from the added impervious surface on the site.  Janet Hanson, Vice President and CFO of St. Olaf College, signed and approved the agreement on October 5, 2021 and is now ready for the City to execute the agreement.

 

The City of Northfield Ordinance Section 22-306 requires the execution of a Maintenance Agreement (Attachment 1) with the City of Northfield to ensure proper inspections and maintenance are performed on the proposed stormwater management facility.  This agreement also grants the City of Northfield and its representatives right of entry for the purpose of inspecting the proposed strormwater management facility, and performing any maintenance on the stormwater management facility should the owner fail to perform required maintenance detailed in the Maintenance Agreement.  

 

Financial Impacts:                     

There are no financial obligations for the City of Northfield with this agreement.
