Consider Approval of Policy (Limited English Proficiency).

Action Requested:                     

The Northfield City Council approves a Motion adopting the attached Administrative Policy regarding Limited English Proficiency. 

 

Summary Report:

The Council Employment Policy Committee discussed and made a motion to recommend approval of this policy for City Council approval at their September 22, 2021 meeting.  This policy has been reviewed by the Labor Attorney for input.

 

The purpose of this plan is to ensure that all City of Northfield (City) staff communicate effectively with limited English proficient (LEP) individuals so that the community members have meaningful access to all programs, information, and services.  We aim to ensure no individual is denied or restricted access due to limited proficiency in English or any disability which may limit communication abilities.

 

Recommended policy proposed will improve efficiency and operational effectiveness.

 

Alternative Options:

None.

 

 

Financial Impacts:                     

Language Line interpretive services are included in the 2021 budgets and proposed for 2022 and 2023.  A part-time (.6) Spanish Translator was approved with the 2021 budget.

Staff recommends consideration of approval of Limited English Proficiency policy to be effective October 5, 2021.
