Consider Approving Professional Service Agreement for the Prairie Hills #1 and Hidden Valley Pond Dredging Project.

Action Requested:
The Northfield City Council approves a Motion for a professional service agreement (Attachment 1) with Bolton and Menk for City Project STRM2021-K30 Prairie Hills #1 and Hidden Valley Pond Dredging Project in the amount of $102,622.00.
Summary Report:
At the August 17, 2021 City Council meeting, a motion was passed to seek proposals (Attachment 2) for professional engineering services for the Prairie Hills #1 and Hidden Valley Pond Dredging Project. Proposals were sent to three prospective engineering firms for submittal. The City of Northfield only received one proposal back. Both other Engineering firms expressed gratitude for a chance at providing a proposal, but both declined citing current workload for their firms.
Staff reviewed the lone proposal (Attachment 3) from Bolton and Menk, and is recommending that they be retained for professional services for this project. Bolton and Menk's proposal demonstrated their extensive background in delivering projects of similar scope to the Prairie Hills #1 and Hidden Valley Pond Dredging Project. Bolton and Menk has also contracted with the City in the past and has been successful at delivering projects for the City of Northfield, most recently the Golf Course and Parmeadow Ponds 1 & 3 Dredging Project that was just recently completed.
Alternative Options:
The Council could decide not to enter into a contract with an engineering firm for this project; however, this would delay the project.
Financial Impacts:
