The Northfield City Council approves Resolution approving Mill Towns State Trail Conceptual Corridor Design and Preliminary Engineering from Riverside Park to the Waterford Bridge

Summary Report:
On April 16, 2019, the City Council updated and adopted the alignment of Mill Towns State Trail in the city. With the alignment adopted, the City and Minnesota Department of Natural Resources (DNR) entered into a cooperative agreement on September 3, 2019 for the preliminary design of the State Trail.

The preliminary design and cost estimates for the trail construction will allow the City and DNR to pursue funding for construction of the State Trail in which a bonding request was sent to the state in 2021.

The City and DNR have been with the consulting team, ISG and Alta Planning and Design, on the preliminary design of the trail. The preliminary design was presented to Council on August 2, 2021.

Some of the key items in the preliminary design include:
* Horizontal and Vertical Alignment
* Wetland Review/Impact
* Storm Water BMP Sizing/Location
* Grading Limits
* Right of Way/Easement needs
* Location of key plaza/wayfinding locations

The preliminary design is complete, and the proposed action tonight accepts the preliminary design and authorized staff to move into the next phases of the project. This work includes coordinating with the DNR to move the segments within the corridor toward construction. Work will include seeking funding, final design, land acquisition/use agreements/easements and coordinating with the City's capital improvement plan to construct MTT segments with upcoming programmed work (such as the Jefferson Pk...
