Consideration of Authorization to Initiate a Request for Proposals (RFP) for the Prairie Hills #1, and Hidden Valley Park Pond Dredging Project -STRM2022-K30.

Action Requested:
The Northfield City Council considers a Motion to approve authorization to initiate the Request for Proposals (RFP) for the Prairie Hills #1, and Hidden Valley Park Pond Dredging Project.
Summary Report:
The adopted 2021-2025 Capital Improvement Projects (CIP) includes the Prairie Hills #1, and Hidden Valley Park Pond Dredging Project (Attachment 1). The City of Northfield performed a Stormwater Pond Assessment in 2017. This report (Attachment 2) assessed 50 ponds within the City of Northfield. The report included the following information:
* Stormwater pond bathymetric assessment
* Field-collected data summary
* Pond cleaning prioritization
* TSS (total suspended solids) and TP (total phosphorus) treatment effectiveness
* Estimated pond cleaning costs
Based on the above-mentioned information, combined with the total sedimentation accumulation for each pond that was computed, it was determined that eight ponds have reached or are approaching their capacities in terms of sediment accumulation. The eight ponds were then isolated for further analysis.
After further analysis was completed, the Prairie Hills #1, and Hidden Valley Park were ranked #3 and #5 respectively in pond cleaning prioritization. Ponds ranked #1, #2, and #7 in this report were completed during the 2020 Pond Dredging Project.
Additional pond dredging projects are scheduled in 2024 in the current 2021-2025 CIP to address the remaining three ponds recommended for improvements in the 2017 Stormwater Pond Assessment report.
