Consider Rejecting Bid for the Fifth Street Bridge Maintenance Project - 2021STRT-B00.

Action Requested:                     

Staff recommends approval of the attached Resolution rejecting bid for the Fifth Street Bridge Maintenance Project - 2021STRT-B00 and refer the project to the Public Works Director/City Engineer and his/her designee for further exploration and analysis of options for altering the project bidding scope and project delivery methods.

 

Summary Report:

The City unfortunately received only one bid (Attachment 2) for this project on July 15th from PCiRoads, LLC of St. Michael, Minnesota.  The amount of the bid was $596,539.99, which is roughly $283,000, or about 90% over the construction cost estimate for the work.

 

In discussions with prospective bidders of the project, they cited several factors that lead to the lack of interest in bidding the project as specified.  Those factors included inadequate time to complete the work, and contractor workload as the prominent issues. 

 

Staff, along with Design Engineer (Attachment 3) recommend rebidding the project later in the 2021 calendar year, and adjusting the construction schedule to begin in the spring of 2022. 

 

Alternative Options:

City Council could decide to Award the project as bid, however, alternate funding would need to be explored to complete the project as currently bid.  Staff would not recommend this alternative.

 

Financial Impacts:                     

The cost to rebid the project would be minimal.

 

Tentative Timelines:                     

Staff will develop a new project process/bid schedule to bring back to City Council.
