Approve Agreement for Routine Maintenance performed by the City of Northfield on various MnDOT Trunk Highways within the City of Northfield.

Action Requested:                     

The Northfield City Council approves the attached Resolution authorizing the Mayor and City Clerk to execute an Agreement with the Minnesota Department of Transportation (MnDOT).

 

Summary Report:

Dating back to at least 1969 the City of Northfield has had in place with MnDOT a series of biennial agreements to perform routine maintenance on certain portions of the State Trunkline Highways passing through Northfield.  The specific sections of roadway are shown in Attachment #2.

 

The responsibility that comes with this maintenance agreement (Attachment #3) includes crack filling the surface, restoration of utility openings, and patching.  We must also keep these stretches free of snow and ice, litter, debris, maintain the pavement markings, and periodically paint the traffic signals.  In general, Northfield must furnish all labor, materials, and equipment to perform routine maintenance.

 

Alternative Options:

The City of Northfield could reject this draft agreement, and thereby decline what is in effect a long-standing request and arrangement with MnDOT to perform basic maintenance on these Trunkline Highways through Northfield.  Since our maintenance personnel are essentially on the scene, we can provide better response time to any requests, and considering the traditional payment by MnDOT for this coverage.  Staff does not recommend this approach but it is an option.

 

Financial Impacts:                     

Under this agreement, the City is to be compensated $13,857.01 the first year, and $14,342.01 the second year, or a total of $28,199.02 for the two years of the agreement.  The financial impact, because of the compensation provided by MnDOT is no net cost to the City.  

 

Tentative Timelines:                     

The new agreement becomes effective on July 1, 2021, and continues through June 30, 2023 (two years).
