The Northfield City Council discusses the Street Improvement Project Process.
Summary Report:
In 2020, the City made a policy decision to move away from special assessments for street improvement projects and to replace that revenue with Franchise Fees. By moving in this direction there will no longer be large costs incurred by property owners. The special assessment process had numerous statutory (Mn Chapter 429) steps that needed to be followed for the improvement.
The proposed process moving forward for street improvement projects is to follow Mn Statutes Section 475.358 for Street Reconstruction and Overlays. Under this process the City adopts a 5-year Street Reconstruction and Overlay Plan and sets the required amounts for bonding the improvements.
Staff will walk through each step in the process and where council and the public have an opportunity for input. Typically, projects are in the works for numerous years and are identified in the City’s five year Capital Improvement Program.
