Ordinance for Plumbing Plan Review - Second Reading.

Action Requested:
The Northfield City Council is requested to approve the second reading of an Ordinance to provide Plumbing Plan Review.
Summary Report:
The City Council approved the first reading of this Ordinance on April 20, 2021.
Currently, the State of MN provides plumbing plan review for plumbing permits in Northfield. Since hiring the City’s new Building Official Mike Morehouse, the City became eligible to perform the plumbing plan review locally. Mike is a Master Plumber and meets the qualifications to complete this work in-house.
The State allows delegating the plumbing plan review to the City of Northfield, and the process requires several main steps to formalize the delegation.
• Approve an Ordinance to provide Plumbing Plan Review services locally (this item)
• Approve an application and filing of an agreement with the State of MN to provide Plumbing Plan Review Services locally
• Establish local fees for Plumbing Plan Review
Action Item: This item is to adopt the Ordinance to provide Plumbing Plan Review. The other items are on the Council agenda and require separate action.
Alternative Options:
An alternative is to not pursue the Plumbing Plan Review locally and continue to have the services provided by the State.
Financial Impacts:
Providing plumbing plan review at the local level could provide an estimated $5,000-$6,000 of new annual fee revenue.
Tentative Timelines:
The Ordinance will be filed with the State, as required. Staff estimates 4+ weeks before the City is formally delegated and can start to perform the Plumbing Plan Review.
