Title
Temporary Easements on HRA property at Southbridge/Adjacent to Spring Creek II.

Action Requested:
Indicate position on granting temporary easements. No formal action at this time. Formal documents will need to be prepared for future execution.

Summary Report:
The HRA is currently in the process of finalizing a land transfer to facilitate development of the South Bridge II townhomes. The HRA will retain the residual property for the near term, until a future development of the site is determined.

Two housing development projects are proceeding that will result in new public roadways being stubbed to the residual HRA property. One is the Spring Creek II project; the other will be a development of single family attached homes, proposed as Bluffview. Each project prompts consideration of temporary easements on the HRA land. Easements would be for temporary vehicular turnaround areas at the ends of the stubbed streets, and the other would be easements for pedestrian network connections through the HRA land, connecting the new housing developments to Aspen Street to the north. Please see the attached memo and graphics for details on locations and alignments.
Formal easement documents and action items may be scheduled for the May HRA meeting.

Alternative Options:
If the HRA Board is not supportive of the temporary easements, the residential developments would need to provide the vehicular turn around space within the confines of their developments. The result could be a reduction in housing units that would be delayed until those streets were extended through the HRA land and the turnaround areas could be removed.

Financial Impacts:
Costs for the turnaround spaces would be at the expense of the developers; the City Council has determined costs associated with the pedestrian facilities would be covere...
