Consideration of Ordinance Amendment 1% for the Arts for Capital Projects.

Action Requested:
The Northfield City Council consider Ordinance Amendment 1% for the Arts for Capital Projects (Second Reading).
Summary Report:
The City of Northfield has been implementing a dedication of one percent of the total cost of any new infrastructure capital improvements towards public art since 2017. Numerous City guiding documents and policies have identified the implementation of a dedicated one percent toward public art. To this point, it has been voluntarily implemented by practice only since 2017 with the intent of making it a permanent policy through an ordinance amendment. This has been a goal related to our economic development strategy of the current strategic plan.
The effort to bring this forward was planned to occur in 2020. However, the coronavirus response and related impacts delayed the efforts.
City Administrator Martig, Library Director Draper, and former Library Director and Arts and Culture Commissioner Jensen presented the ordinance and background at the February 9th Council worksession. The City Council also approved the first reading on March 16, 2021.
Staff is working on a 1% for the Arts Annual Report for the March 16, 2021 City Council meeting. There will be information related to the projects in prior years in addition to current years as an initial annual report. There will be information included as referenced in the ordinance.
Alternative Options:
There could be amendments for clarification to the ordinance if determined appropriate.
Financial Impacts:
The 1% would be applicable to capital construction projects of the City as identified in the ordinance.
