Approve Rice County Road Maintenance Agreement.

Action Requested:                     

The Northfield City Council approves the attached Resolution entering into a Maintenance Agreement with Rice County regarding County State Aid Highways 28 and 43 and County Road 79.

 

Summary Report:

The City Council is being asked to enter into a routine maintenance agreement with Rice County for portions of County State Aid Highways 28 and 43 and County Road 79 within the City of Northfield.

This agreement (Attachment 2) provides compensation for maintenance activities including road patching, snow and ice control, roadside vegetation, and other minor items from January 1, 2021 - December 31, 2022. 

The price is consistent with the maintenance agreement with MnDOT.  Per this agreement, Rice County agrees to place, install and maintain guide signs, warning signs, route markers and center lines on those trunk highways.  The segments of highway included in this agreement are indicated in Attachment 3.

The amount of compensation provided by the County is based on the number of lane-miles maintained by the City.  Northfield will receive compensation in the amount of $12,535.63 in 2021 and 12,911.72 in 2022.  Under this agreement the City agrees to maintain 5.88 lane miles of County highway.

Alternative Options:

The City Council could choose not to accept this agreement, at which point, Rice County would then be responsible for maintaining these roads within the City of Northfield.  However, the maintenance may be delayed as it would have to compete with other county needs.

Financial Impacts:                     

The compensation provided by Rice County will cover the costs related to the maintenance in the agreement.

 

Tentative Timelines:                     

The agreement would be effective for the timeframe from January 1, 2021 through December 31, 2022.
