Consider Accepting Bids and Awarding Contract - Golf Course, Parmeadow Ponds 1 & 3 Dredging Project.

Action Requested:                     

Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the Golf Course, Parmeadow Ponds 1 & 3 Dredging Project (STRM2020-K25).

 

Summary Report:

The City Council is being asked to award the contract for the Golf Course, Parmeadow Ponds 1 & 3 Dredging Project (STRM2020-K25).   The plans and specifications were completed by Bolton and Menk Engineers, and at the September 1, 2020 City Council Meeting, City Council authorized the advertisement for bids via Resolution 2020-074.  The ad for bid was published in the Northfield News, on the MnDOT eAdvert site, and the City of Northfield website.

 

The project scope includes work on the following streets (Attachment 2):

 

                     Golf Course Pond

                     Parmeadow Pond #1

                     Parmeadow Pond #3

 

The City received ten (10) competitive bids (Attachment 3), which were publicly opened and tabulated on October 6, 2020 at 2:00 p.m.  The bids ranged from $439,741.00 to $609,470.01 with the lowest responsible bidder being Frattalone Companies, Inc. with a total bid amount of $439,741.00. 

This project is identified in the 2020 - 2024 Capital Improvement Plan (CIP), and funding for the project will come from the Stormwater Revenue Bonds.  The $700,000 in bonds have been issued and received for the project.  The bonds will be paid back over 10-year from the storm water fund.  Project cost and funding are outlined in the tables below.

Staff and the consulting engineering firm is recommending that the project be awarded.

Alternative Options:

City Council may decide not to award this project; however, these ponds will continue to deteriorate, and not function properly due to the amount of accumulated sediment currently in the pond system.

 

Staff does not recommend any alternative actions outside of considering award of contract.
