SUMMARY AND ACTION REQUESTED:

The City of Northfield HRA is being asked to approve a contribution of $2,000 toward the purchase of 527 Energy Efficiency Kits to be distributed to mobile homes in Northfield and Faribault.

 

BACKGROUND:

Clean Energy Resource Teams (CERTs) partnered with Growing Up Healthy (a Healthy Community Initiative supported program) to provide energy efficiency kits to mobile home units in Northfield. These kits will contain Heat-Shrink Film Window insulation kits, DAP Acrylic Latex Caulk Plus Silicone Sealant, standard caulking gun, DAP Insulating Foam Sealant, CADS Fiber-Reinforced Duct Mastic.

 

The total estimated cost for the kits is $9,000-$10,000. This includes the above materials, instructions (in both English and Spanish), printing costs, translation costs and delivery. CERTs is providing $6,000. Faribault HRA has committed to contributing $2,500. CERTs has requested that Northfield HRA contribute $2,000 to fully fund the initiative.

 

ANALYSIS:

The purchase and distribution of energy efficiency kits aligns with previous HRA support for weatherizing and improving manufactured homes.  Implementing this program helps to protect the investments in affordable housing options, supports cost savings and efficiencies as well as comfort through the winter season. This aligns with the HRA’s priorities to protect the health, safety and welfare of the citizens of Northfield.

 

RECOMMENDATION:

Staff recommends the HRA approve $2,000 toward the energy efficiency kits, in response to the request from CERTs and Growing Up Healthy. The source of funding would be from levy funds that have already been set aside for Low- Moderate-income projects.
