Review of Draft National Register Nomination Updates

Body

SUMMARY:

The MnSHPO sent a response letter back to the City of Northfield and the consultant on the National Register nomination.  The main take away was that the MnSHPO questioned why the four buildings that were recently added into the local historic district were not added to the National Register nomination.  City staff asked the consultant to revise the nomination to include those parcels.  The MnSHPO will now reach out to those properties on the nomination.

Highlights:

515, 517, 519 Division and 107 3rd St. W. have been added to the text and map, in addition to 25 Bridge Square to the National Register nomination.

507-509 has been split into two buildings in the text and map. It is 507-1/2 and 509 Division, according to property records.

The request for a dashed line showing the old boundary was addressed as much as it could be, showing major changes. However, there is no map attached to the 1979 nomination. Similar issues with the old contributing/non-contributing count were addressed.

Now that those four properties are being added to the nomination, nothing is "required" to be sent to the owner by the city.  MnSHPO will notify the property owners roughly 30 days before the State Review Board meeting of the pending meeting, where the boundary expansion will be considered.  However, the city can let the owners know beforehand, as Northfield is a Certified Local Government, so the city and HPC gets 60 days to review the draft nomination before the board meeting instead of 30, which may mean owners are notified 60 days before the meeting rather than the typical 30.
