Consider Change Order No. 03 for the Water Tower Maintenance Project.

Action Requested:
The Northfield City Council approves a Motion authorizing Change Order No. 03 for the Water Tower Maintenance Project, City Project No. 2019 WATR J 21 with Champion Tank Services LLC, for $164,000.00.
Summary Report:
On July 23, 2019, the City Council accepted bids and awarded the Water Tower Maintenance Project to Champion Tank Services, LLC Construction on the project, which began in August 2019. As the maintenance progressed, some unforeseen additions had been encountered.
After initial maintenance had begun on the South St. Olaf water tower, it was noted there was blistering on the tank coating on the interior of the water tower. Upon further investigation, it was noted the blisters were causing the coating to fail.
The project is currently underway, and upon approval of the change order, the tank will receive a full interior sandblast, a zinc prime coat and two epoxy coats. Staff and Bolton Menk, Inc. recommend approval of the change order.
A formal change order is being developed, and will be included in a supplemental memo.
Alternative Options:
The City Council could not approve Change Order No. 03, and rebid the change order; however, staff does not recommend this.
Financial Impacts:
The change order cost is $164,000.00 for the interior sandblasting of all surfaces, applying a zinc prime coat and two coats of epoxy. The original contract had work on all of the City reservoirs and a total project cost of $634,400. This will increase the project costs by 20% to a total of $798,400.
Funding will come from the water fund.
Tentative Timelines:
Upon approval, work will begin immediately on the interior of the water tower.
