Consideration to Adopt Findings Related to Assessment Objection for 2020 Mill and Overlay Project, City Project STRT2020-A45.

BODY
Action Requested:
The Northfield Council considers approving the attached Resolution with Alternative 1 language approving findings related to the assessment objection from Carleton College.

Summary Report:
On May 14, 2020, Carleton College submitted a letter of objection to the City Clerk, City Council, Engineering Department, and Administration, objecting to their assessment amount of $397,765 (Attachment 2). City Council held a public hearing regarding the 2020 Mill and Overlay Project (2020STRT-A45) at their May 19, 2020 City Council Meeting. At the meeting, the public hearing was closed for all properties with the exception of Carleton College properties.

Staff reached out to the appraiser regarding the comments received from Fred Rodgers, Carleton College Vice President and Treasurer at the Public Hearing and their letter requesting reductions to their assessments dated May 27, 2020 (Attachment 3). The appraiser has prepared a response letter (Attachment 4).

In addition, Councilor Delong had some questions regarding the appraisal. Staff responses to those are also attached (Attachment 5).

Staff will also be sharing the responses from the appraiser with Carleton College. At this time, staff is not recommending any changes to the proposed assessments for Carleton College.

Alternative Options:
Alternative 1 - Deny the objection and adopt the assessments as proposed.

Alternative 2 - Deny some of Carleton property objections and amend some of the property assessments.

Alternative 3 - Reduce all of Carleton property assessments.
