Action Requested:
The Northfield City Council holds a continued public hearing on assessments for 2020 Mill and Overlay Project (2020STRT-A45) - Carleton College properties proposed assessments.
Staff recommends a motion to close the public hearing after appropriate discussion has occurred.
Summary Report:
Process for Continued Assessment Hearing
1. Continue public hearing related to Carleton College properties assessments (no motion necessary).
2. Take City staff presentation related to Carleton College properties assessments.
3. Take public testimony on the Carleton College objections as you typically would in a public hearing (testimony limited to Carleton College properties assessments).
4. Council questions of staff/discussion related to Carleton College properties assessments.
5. Close the continued public hearing.
6. Move to next council agenda item to consider for adoption Resolution passing upon objections to Carleton College’s assessments:
a. Make a motion to adopt Resolution No. ___________ containing findings and selecting one of the alternative actions provided in the Resolution:
i. Alternative 1: deny all of the Carleton College assessments objections; or
ii. Alternative 2: deny some of the Carleton College assessments objections (identify each parcel for which adjustment is denied), and amend the assessment roll to reduce the Carleton College assessments from $___________ to $_____________ (identify each parcel for which adjustment is to be made and the basis for adjustment); or
iii. Alternative 3: amend the assessment roll to reduce all of the Carleton College assessments from $___________ to $_____________ (identify each parcel for which adjustment is to be made and the basis for adjustment).
7. Move to the next council agenda item to make a motion to adopt the assessment roll (as amended).
On May 14, 2020, Carleton College submitted a letter of objection to the City Clerk, City Council, Engineering Department, and Administration, objecting to their assessment amount of $397,765. City Council held a public hearing regarding the 2020 Mill and Overlay Project (2020STRT-A45) at their May 19, 2020 City Council Meeting. At the meeting, the public hearing was closed for all properties with the exception of Carleton College properties.
Carleton College submitted their requested changes to their assessment to the City on May 27, 2020.
Alternative Options:
City Council could pass a motion to continue the public hearing to June 16, 2020 if additional time is needed for review.
