Consider Approving Professional Service Agreement for Golf Course #2, Parmeadow #1 and #3 Pond Dredging Project.

Action Requested:
The Northfield City Council approves a Motion for a professional service agreement (Attachment 1) with Bolton and Menk for City Project (STRM2020-K25) Golf Course #2, Parmeadow #1 and #3 Pond Dredging Project in the amount of $104,084.
Summary Report:
At the April 7, 2020 City Council meeting, a motion was passed to seek proposals (Attachment 2) for professional engineering services for the Golf Course #2, Parmeadow #1 and #3 Pond Dredging Project. The proposals were evaluated based on each firm's price, experience with similar projects, project personnel, and ability to deliver a project as described in the Request for Proposals.
Staff reviewed the proposals and is recommending Bolton and Menk be retained for professional services. Bolton and Menk's proposal demonstrated their extensive background in delivering projects of similar scope to the Golf Course #2, Parmeadow #1 and #3 Pond Dredging Project. Bolton and Menk has also contracted with the City in the past and has been successful at delivering projects for the City of Northfield. Staff received proposals from the following consultants:
1. Bolton and Menk - $104,084 (Attachment 3)
2. SEH - $132,663 (Attachment 4)
3. BARR - Timing of project didn't work for them, so they didn't submit.
Alternative Options:
The Council could decide not to enter into a contract with an engineering firm for this project; however, this would delay the project.
Financial Impacts:
