Title

Consideration of a Stormwater Maintenance Agreement with ISD 659 for Greenvale Elementary School.

Body

Action Requested:

The Northfield City Council approves a Motion authorizing the City to enter into a required Maintenance Agreement and Maintenance Plan with ISD 659 for private stormwater management facilities at Greenvale Elementary.

Summary Report:

ISD 659 is constructing a new elementary school on the existing Greenvale School property.  As part of the project, in order to meet stormwater management requirements, a private on-site stormwater facility is proposed for construction.

According to Northfield City Code, Chapter 22 - Environment, stormwater treatment is required to treat the additional stormwater generated from the added impervious surface on the site.  The School Board approved the agreement on May 11, 2020 and is now ready for the City to execute the agreement.

The City of Northfield Ordinance Section 22-306 requires the execution of a Maintenance Agreement (Attachment 1) with the City of Northfield to ensure proper inspections and maintenance are performed on the proposed stormwater management facility.  This agreement also grants the City of Northfield and its representatives right of entry for the purpose of inspecting the proposed strormwater management facility, and performing any maintenance on the stormwater management facility should the owner fail to perform required maintenance detailed in the Maintenance Agreement.

Financial Impacts:

There are no financial obligations for the City of Northfield with this agreement.
