Action Requested:                     

The Northfield City Council approves of Motion for a Permanent Public Storm Sewer Easement agreement with Blackbird LLC, on Lot 2 Block 1 of Locust Development 3rd Addition.

 

Summary Report:

The property owners of Lot 2 Block 1 Locust 3rd addition requested the vacation of a drainage and utility easement that encompassed a large portion of the subject property.  Staff has brought forth the vacation, and City Council has held the First Reading of Ordinance 1004, to vacate this easement.  Staff has requested, and the property owners have agreed to approve a new easement along the Jefferson Road frontage for a City-owned storm sewer that was contained in the vacated easement.  This new easement will allow access to the City of Northfield to maintain the City-owned storm sewer line located in the proposed easement.

 

Alternative Options:

The City Council could decide not to approve the easement acquisition; however, Staff is not in favor of this option.

 

Financial Impacts:                     

A fee of $1.00 is proposed for the acquisition of the easement, along with staff and legal time to draft the easement agreement.

 

Tentative Timelines:                     

Staff will forward the easement for recording after Ordinance 1004 is in effect.
