Update on National Register Steps & Meeting in a Box

SUMMARY:
The State Historic Preservation Office (SHPO) has approved our request for CLG grant funds to update the Northfield Downtown Historic District on the National Register of Historic Places. Staff is finalizing the consultant contract to commence the nomination process. Once the consultant completes and submits the forms, the State and Federal governments handle the nomination process. This process is, in short:

* The SHPO notifies affected property owners and local governments and solicits public comment. If the owner (or a majority of owners for a district nomination) objects, the property cannot be listed but may be forwarded to the National Park Service for a Determination of Eligibility (DOE).
* Proposed nominations are reviewed by the State Historic Preservation Office and National Register Review Board. The length of the state process varies but will take a minimum of 90 days.
* Complete nominations, with certifying recommendations, are submitted by the state to the National Park Service in Washington, D.C. for final review and listing by the Keeper of the National Register of Historic Places. The National Park Service makes a listing decision within 45 days.

If the nomination is approved, the Downtown Historic District Overlay boundary automatically changes to match the official district boundary.

SHPO sent a letter asking the HPC to devote part or all of a meeting to host a Meeting in a Box to gather information that will inform the Preservation Plan. The Meeting in a Box format is a small group gathering to generate conversation and solicit feedback on the Preservation Plan for Minnesota.
