Consider Approval of Additional Project Scope for the Professional Service Agreement for the 2020 Mill and Overlay Project Engineering Services.

Action Requested:                     

The Northfield City Council approves a Motion for approval of additional project scope for the professional service agreement with Bolton and Menk, Inc. for City Project (STRT2020-A45) 2020 Mill and Overlay Project.

 

Summary Report:

At the August 20, 2019 City Council meeting, Staff brought forth a Motion to Consider Approval of a Professional Services Agreement (Attachment 1) for the 2020 Mill and Overlay Project.  At that meeting, City Council approved an amended Motion for additional project scope.  This amended motion is as followed:

                     

The Northfield City Council approves the professional service agreement with Bolton and Menk, Inc. for City Project (STRT2020-A45) 2020 Mill and Overlay Project with the addition of language added to the agreement to look at storm drain placement and improvements, bump out analysis, and protected bike lane replacing parking on the west side of College Street between Carleton College and the Weitz Center with staff to determine where the language is to be placed in the contract.

 

Staff met with Bolton and Menk, and an additional project scope document (Attachment 2) was prepared and submitted by Bolton and Menk to cover the additional services as amended by City Council.  This additional project scope includes the following:

 

1.                     College Street Protected Bike Lane (from First Street to Third Street) replacing the parking on the west side of College Street.

2.                     Storm drain placement and improvements analysis for the entire project area.

3.                     Bumpout analysis of the entire project.

 

Staff is also working with Toole Design to evaluate complete street design consideration and network connectivity related to this project area and the other projects in the 5-year capital improvement plan.

 

Alternative Options:

The Council could decide not approve this additional scope of services; however, this would delay project delivery in 2020.

 

Financial Impacts:                     

The original contract amount was approved in the amount of $442,385.  The additional scope of services, if approved, would be in the amount of $81,468.  This would bring the total cost to $523,853.  The costs associated with the engineering proposal are within the 20% project administration, engineering, and legal costs.  The 2020-2024 Draft CIP identifies 20% of project administration, engineering, and legal costs at $600,000.
