Fall Clean Up Day Possible Expansion

SUMMARY AND ACTION REQUESTED:
The Housing & Redevelopment Authority (HRA) to consider expanding the Fall Clean-Up event at Viking Terrace and Florella's Manufactured Home Parks to include Northfield Estates.
BACKGROUND:
On October 20, 2018, the HRA held a very successful Fall Clean-Up event at Viking Terrace and Florella's Manufactured Home Parks. Staff, with Dick's Sanitation, Inc., and volunteers from the Northfield Union of Youth, removed 11.57 tons of rubbish in just 4 hours. A total of 52 families were served at a total cost of $5,858.83 to the HRA, which included $520 to the Northfield Union of Youth, and $73 for miscellaneous supplies and services.
Due to the success of the 2018 Fall Clean Up, the HRA voted to sponsor another Fall Clean-Up day in 2019. Staff suggests that Northfield Estates be included in the 2019 event.
At the first Fall Clean Up in 2018 we learned some valuable lessons and plan to make changes for 2019 which include:
* Utilize 3 backload-compacting trucks and 1 roll-off dumpster.
o The backload compacting trucks hold more than a roll-off dumpster and are more efficient for loading.
* Have 4 DSI Staff on site.
o In 2018 there were 3 DSI employees on site. Each backload compacting truck will require 1 DSI employee and1 additional employee is required for the roll-off. Dumpsters and trucks cannot be left unattended at either staging area.
* Have trucks and roll-off set up prior to start time so trash collection starts promptly at 8 am.
o Last year DSI arrive at 8 and took about 15-20 minutes to set up.
* Include Northfield Estates, with HRA approval
o Northfield Estates residents can bring their refuse items to the staging area which will be located next door along Hwy 3 at Florella's.
