Action Requested:
The Planning Commission considers approval of a Conditional Use Permit for a Bank with a Drive-Through on Lots 4 and 5 of The Crossing.

Summary Report:
Premier Bank is proposing to relocate their Northfield branch at 112 5th Street East to 142 2nd Street West. The bank would locate on the vacant lots bounded to the west by Highway 3, to the east by the Marriott Fairfield Inn and Suites, to the south by 2nd Street, and to the north by The Crossing commercial development. The proposed project is a single-story 3,465 SF building with a height of 31 feet to present the appearance of a two-story building. The building features brick and stone architecture inspired by the two colleges. It will have a small drive through lane for night drop, customer service, and an ATM. Drive-throughs are an allowed conditional use in the C1 district. Both the existing bank site and the proposed location are the C1 Downtown, East of Highway 3, zoning district.

This conditional use permit is the first part of a chain of approvals needed to move two projects forward; the Premier Bank relocation and the construction of the 5th Street Lofts. Granting the CUP will allow the bank to relocate and free up the current site for redevelopment. The proposal also includes provisions for a temporary bank on Lot 3 of The Crossing. This use is allowed through an administrative permit.

Conditional uses are those uses that because of special requirements or characteristics may be allowed in a particular zoning district only after a recommendation by the planning commission and a decision by the city council.
