Title

Update regarding voting members.

Body

Action Requested:

The Northfield Human Rights Commission will receive updater regarding discussion of voting members from Jun 13, 2019

Summary Report:

At the June 13th meeting the HRC asked about options for Advisory members to be voting/non-voting and to potentially participate in meetings via conference call or online.

Staff checked with the Mayor and determined that Advisory Members could request that the Mayor change their status from Voting to Non-voting if they chose.  This is intended to be a one-time option not back and forth.

Staff also checked with the City Clerk regarding conference call/online option and that has only been allowed for City Council in the past

The second item regarding voting members was with regard to youth and extending the voting privilege to all youth on advisory boards.  The HRC made a motion to request the City do this.  Staff is beginning research on this item.  We need to look at all the affected Boards/Commissions to assess what attendance rates have been for youth and how quorum will be affected.
