Subject:

TITLE

Consider Approval of Additional Professional Services with Bolton and Menk, Inc. for the 2019 Street Reclamation Project.

BODY

Action Requested:

The Northfield City Council Considers a Motion to amend the compensation amount with Bolton and Menk, Inc. for additional services from $194,006 to $373,506 on the 2019 Street Reclamation Project (2019STRT A42).

Summary Report:

At the October 16, 2018 Council Meeting, City Council approved a contract with Bolton and Menk, Inc. for design services related to the above stated project.  During development of the Feasibility Report, numerous additional sidewalk gaps and the Third Street Arts Corridor were identified requiring the project scope to increase from the original contract.  These items increased the costs related to the design and construction of the project

The original proposal included design and construction services costs of $194,006.  The request for the additional design and construction services is for $179,500 for a total fee of $373,506.  This cost includes additional design and construction related services necessary due to the increase in project scope.  Construction services include additional surveying and construction staking for the increased project scope, and technical assistance with the additional landscape features that were added to the project.

If we step back to 2017, when the this project was beginning to get scoped for the 2018-2022 CIP, the project estimate was $1.5 Million, in 2018 for the 2019-2023 project estimate was $2.2 Million, at project Feasibility it rose to $2.9 Million, Final Plans $3.5 Million and at award $4.5 Million.  Projects that move from mainly work on the pavement to include work outside the curb line significantly increase the project costs, and an item the City will need to consider as we plan street projects in the future.

Staff is recommending that Council approve this request.  Staff believes the increases in professional service costs are justified and is covered in the project budget.

Alternative Options:

Staff believes these are valid costs incurred by the consultant and should be approved.

Financial Impacts:

The City has $589,520 for overhead costs related to professional services for these projects.  At the $373,506 cost for services, this will leave $216,014 available for other overhead costs incurred.  In addition, a 10% project contingency is included for the projects at a total of $357,285, Staff believes adequate project funding remains for the projects.
