Consider Accepting Bids and Awarding Contract - 2018 Spring Creek Road Bridge Replacment.

Action Requested:
Staff recommends approval of the attached Resolution accepting bids and awarding the contract for the 2018 Spring Creek Bridge Replacement Project (STRT2018-A39).

Summary Report:
The City Council is being asked to award the contract for the 2018 Spring Creek Bridge Replacement Project (STRT2018-A39). The Plans and Specifications were completed by Erickson Engineering and approved at the April 2, 2019 City Council Meeting. The Council authorized the advertisement for bids via Resolution 2019-028. The project was advertised for the minimum 21 days as required by Minnesota Statutes Chapter 429. The ad for bid was published in the Northfield News, on the MnDOT eAdvert site and City of Northfield website.

The City received four (4) competitive bids, which were publicly opened and tabulated on May 2, 2019 at 2:00 p.m. The bids ranged from $702,161.70 to $822,805.60 (Attachment 3) with the lowest responsible bidder being RAW Construction with a total bid amount of $702,161.70. This bid compared to the engineers estimate of $768,029.50. The project is identified in the 2019 - 2023 Capital Improvement Plan (CIP), and funding for the project is a combination of Motor Vehicle Sales Tax (MVST) Grant, with the remaining funding coming from the City of Northfield Municipal State Aid (MSA) funds.
Alternative Options:
City Council could delay this project; however, Staff does not recommend this option.

Financial Impacts:
The exact funding split between the MVST Grant and the MSA funding will be determined after MnDOT has examined the project bid abstract. The table below shows a 50/50 split at this time.
