City Council Meeting Date: May 14, 2019
To: Mayor and City Council
From: Ben Martig, City Administrator
Title
FiftyNorth Future Planning Presentation.
Body
Action Requested:
The Northfield City Council discusses the FiftyNorth future planning.
Summary Report:
FiftyNorth (Northfield Senior Center) operates at the Northfield Community Resource Center (NCRC). Lynne Pederson is the director of FiftyNorth and will be present to provide an update on FiftyNorth activities and the future planning work that has begun.
In 2019, the FiftyNorth board of directors formed a Future Planning committee that reached out to its membership to see what needs are on the horizon. This survey focused on programming and space needs at the NCRC. The timing of these discussions is aligning well with the space changes that will be coming to the NCRC when the School District relocates Early Childhood Education to Greenvale Elementary after the new school is built.
FiftyNorth has set aside operating funds in 2019 to have a consultant assist them in space planning and cost estimates. A committee will be formed to assist in this process and this is an opportunity for the City to participate in this work.
Please see attached summary document provided by Ms. Pederson. For this meeting, the intent is to provide clarity on their process and provide council opportunity for questions. At a future meeting, there would be an agenda item to explore thoughts from Council on the following questions FiftyNorth is posing to their questions related to the process and effort they are exploring:
Attachments Excerpt:
What we are asking for from the council:
? Input into the process
? Support for our effort
Future discussions could involve direct participation of city staff, council reps, NCRC Corporation Partners and other community stakeholders that may relate to activities provided with FiftyNorth.
There will be further items to consider further after analysis that is posed in the attachment as follows:
Attachments Excerpt:
What we are asking the council:
? How do we move forward in a city-owned building?
? How do we do this together to ensure that FiftyNorth continues to be successful?
These questions relate to the broader lease agreements, financing and other items staff has been reviewing with the NCRC Corporation and a private consultant AEM Financial Solutions that has assisted in some financial analysis of the facility. This policy discussion would be explored further at an upcoming council meeting.
