Action Requested:
The Northfield City Council Approves a Motion to Authorize Preparation of Plans and Specifications for Highland Avenue and Ivanhoe Drive Sidewalk.

Summary Report:
As part of the Pedestrian, Bike and Trail System Update recommendations, the plan identified biking and sidewalk gaps in the community along with updating the planned walking and bicycling network map. This was the intended first step in pulling together a broad exploration of gaps in the overall system to lead to prioritization of construction projects for these areas not associated with the street reconstruction improvement plan.

During the 2019 Street Reclamation Project process and at the April 16 Pedestrian and Bike Gap discussion with Council, they indicated bringing back for consideration the construction of a sidewalk gap on Highland Avenue and Ivanhoe Drive. This gap is identified in the City's Safe Routes to School Plan and as a gap in the recently adopted Ped/Bike Plan.

The Engineering Department has prepared a preliminary cost estimate of $100,000 for the project. The plans and specifications would be prepared and sent out for bid for construction in the summer/fall of 2019. Staff has notified residents directly impacted by the sidewalk. The letter is attached, and staff anticipates that property owners may attend the Council Meeting.

Alternative Options:
Council could consider this as part of the 2020 Budget and Capital Improvement Plan Preparation.

Financial Impacts:
Estimated project cost is $100,000. Staff is recommending the use of tax abatement to fund this sidewalk segment.
