Consider Approving Plans and Specifications and Order Advertisement for Bids for the 2019 Street Reclamation Project.

BODY
Action Requested:
The City Council considers approval of the attached Resolution approving the plans and specifications and authorizing the advertisement for bids for the 2019 Street Reclamation Project (2019STRT-A42).

Summary Report:
Note: No plan changes were made from the original approvals made by City Council at the March 19, 2019 City Council meeting. Changes were made to the project schedule, which are detailed in the Staff Report below.

City Council previously approved Resolution 2019-026 which Approved Plans and Specifications, and Authorized Advertisement for Bids for this project at the March 19, 2019 City Council meeting. Staff advertised the bid per Minnesota State Statue 429, with a bid opening on April 25, 2019 in the City Council Chambers. No bids were received.

Staff, along with the consulting engineer, held numerous conversations with potential bidders to gather feedback on why potential bidders did not submit bids, and what can be done to make the project more attractive to bid. In summary, the common theme was the schedule and deadlines set forth in the original specifications were too restrictive to accomplish the job as a whole in the timeline given. Additionally, the contractors have their early season work schedule set, and would be unable to commit crews to accomplish this work in the specified timeline (Attachment 2).

Contractors suggested the project be re-bid with flexibility built into the schedule to allow the northern portion of the project be started and completed in the Summer/Fall of 2019, and the southern portion of the project be started in the Spring of 20...
