Consideration of a Stormwater Maintenance Agreement - St. Olaf College.

Action Requested:                     

The Northfield City Council approves a Motion authorizing the City to enter into a required Maintenance Agreement and Maintenance Plan with St. Olaf College for private stormwater management facilities at 1520 St. Olaf Avenue, Northfield Minnesota.

 

Summary Report:

St. Olaf College submitted plans to the City of Northfield for a synthetic turf soccer field located at 1520 St. Olaf Avenue.   The project was reviewed per City Code and the project has received site plan approval to proceed with the synthetic turf soccer field.  According to Northfield City Code, Chapter 22 - Environment, stormwater treatment is required to treat the additional stormwater generated from the added impervious synthetic soccer field.  A proposed privately owned drainage system has been constructed to satisfy the stormwater treatment requirements. 

 

Additionally, the City of Northfield Ordinance Section 22-306 (Attachment 1) requires the execution of a Maintenance Agreement (Attachment 2) with the City of Northfield to ensure proper inspections and maintenance are performed on the proposed stormwater management facility.  This agreement also grants the City of Northfield and its representatives right of entry for the purposes of inspecting the proposed strormwater management facility, and performing any maintenance on the stormwater management facility should the owner fail to perform required maintenance detailed out in the Maintenance Agreement.  

 

Financial Impacts:                     

There are no financial obligations for the City of Northfield with this agreement.

 

Tentative Timelines:                     

All work has been completed on the synthetic soccer field.
