Canoe/kayak River Access

Action Requested:
The Northfield Park and Recreation Advisory Board considers approving a new location for the river access.
Summary Report:
The Northfield Park and Recreation Advisory Board approved a location at Riverside Park for a Kayak/Paddle Board/Canoe takeout June 21, 2018. Since the Council established the Riverfront Enhancement Committee, they have begun looking at the River Corridor and this Kayak/Paddle Board/Canoe takeout. After their review they are recommending this get located in Babcock Park.
Babcock Park is the preferred location for these reasons.
* Safety (further from the Dam)
* Way Marker of the Peggy Prowe Bridge signaling to user this is where to takeout (Safety - Option 2 better for visability)
* Increase the usage of Babcock Park
* Visitor to the Community will be able to see the takeout from HWY 3 for visibility
* Riverside Park isn't the easiest to travel to if you aren't familiar with the City.
* Riverside Park has more activity with the farmers market and playground.
With the Kayak/Paddle Board/Canoe takeout, staff will look to include picnic tables, porti-potty, Kayak Rack. The only disadvantage to this relocation is that due to the additional length is the cost to construct. Option 1 will cost about $95,000 and Option 2 will cost about $120,000 to construct with a gravel drive. In a future years, the City would look to have it paved.
As for impacts to DJJD events, the access drive can be closed and the portable bleacher brought in for the Rodeo can be placed over the access drive. Staff will be meeting with DJJD Reps and report back at the meeting.
Alternative Options:
Park Board can recommend either Babcock Options or Riverside Park.
Financial Impacts:
$50,000 was budgeted for the Riverside river access
