Consider Resolution Approving Plans and Specifications and Order Advertisement for Bids for 2018 Spring Creek Road Bridge Replacement Project.

Action Requested:

The Northfield City Council considers approving the attached Resolution approving the plans and specifications and authorizing the advertisement for bids for the 2018 Spring Creek Bridge Replacement Project.

 

Summary Report:

The City Council is being asked to pass a resolution approving the plans and specifications and authorizing the advertisement for bids for the 2018 Spring Creek Bridge Replacement Project (2018STRT-A39).  This project includes the replacement of Bridge L2765 over Spring Creek on Spring Creek Road (Attachment 2).

 

At the July 17, 2018 City Council meeting, City Council approved Resolution 2018-070, requesting inclusion in the State Transportation Fund Local Bridge Replacement Program (Attachment 3) for Bridge No. L2765, located on Spring Creek Road over Spring Creek, which was deemed deficient.  The City of Northfield received notice (Attachment 4) in November 2018 that this bridge project was chosen to receive a grant from the Motor Vehicle Sales Tax (MVST) Bridge Fund for bridge replacement in 2019. 

 

The proposed design includes dual box culverts side by side to replace the existing deficient bridge.  The design will also include a sanitary sewer stub to the adjacent property for future expansion if and when that time arrives, which is consistent with the current Sanitary Sewer Comprehensive Plan.  The design will also include the installation of a casing under the proposed box culverts for future watermain expansion also noted in the current Watermain Comprehensive Plan.  Lastly, the culverts and road section will be constructed to allow for the future upgrade of a 40’ urban road section with the opportunity of pedestrian and multi-modal features anticipated with the Mill Towns Trail preferred alignment utilizing Spring Creek Road.

 

This project was part of the 2019-2023 Capital Improvement Project (CIP) plan adopted by City Council at the December 4, 2018 City Council meeting. 

 

The plans and specifications are available on the City’s website (see Attachment 5 - “Link to Plans” and scroll to the bottom of the page under “MAPS/PLANS/FILES” and click on “Approved Plans”).

 

The project will be advertised for a minimum of 21 days as required by Minnesota Statutes Chapter 429. The project will be advertised in the Northfield News and on the MnDOT e-Advert site. Staff is proposing to open bids at 2:00 p.m. on May 2, 2019.  Results will be reviewed, tabulated, and then presented to the City Council on May 21, 2019, with a recommendation for awarding the project. Construction is anticipated to be completed in the summer of 2019.

 

Staff is recommending the City Council approve the attached resolution and authorize the advertisement for bids for the 2019 Spring Creek Bridge Replacement Project.

 

Alternative Options:

The City Council could delay this project; however, Staff does not recommend that option.

 

Financial Impacts:

Below are the updated Total Project Costs and Total Project Funding.  Estimated project costs have increased since the original estimate for this project was completed and the submittal of the grant application in early 2018.  This project will be funded with the MVST Grant, with the remaining funding coming from the City of Northfield Municipal State-Aid (MSA) funds.  The final grant amount and cost determination will be calculated once bids are received.  Below are the estimated Total Project Costs and the Estimated Project Funding at this time.

 

 

 

Tentative Timelines:

The bids will be received on May 2, 2019 with projected award on May 21, 2019. Construction is expected to be completed in the summer of 2019.
