Consider Approving Concepts for the 2019 Street Reclamation Project (Third Street)

Action Requested:                     

The Northfield City Council approves a Motion adopting the attached recommended design concepts for the 2019 Street Reclamation Project (Third Street).

 

Summary Report:

Bolton and Menk Engineers, along with City Staff, facilitated a Public Engagement process that has included public meetings and an open comment period to gather input from adjacent property owners and community members.  From the feedback received and project goals, recommended concepts for both the Third Street portion of 2019 Street Reclamation Project are attached. (Attachment 1).

 

Staff held an Open House on February 4, 2019 to gather input on the proposed Third Street Corridor.  This open house meeting was a noticed meeting requesting comments from the community as well as the adjacent property owners on the Third Street Corridor.  From that meeting, Staff, along with Bolton and Menk, generated two design options for the Third Street Corridor.  These design options were posted on the Project Website for an open comment period from February 20, 2019 to February 27, 2019.  Staff has compiled the comments in Attachment 2.  Below are the amenities for both Design Option #1 and Design Option #2:

 

Design Option #1

                     Medians for future Quiet Zone conversion

                     Decorative Pavement

                     Pedestrian Level Lighting

                     Sculpture Plaza

                     Intersection Bumpout Construction (Linden Street and Orchard Street)

                     Limestone Seat Walls

                     Plaza Space at the NAG Building

                     Landscape Plantings

                     Overstory and Ornamental Trees

 

Design Option #2

                     Medians for future Quiet Zone conversion

                     Decorative Pavement

                     Pedestrian Level Lighting

                     Sculpture Plaza

                     Intersection Bumpout Construction (Linden Street, Poplar Street, Plum Street, Orchard Street

                     Limestone Seat Walls

                     Plaza Space at the NAG Building

                     Landscape Plantings

                     Overstory and Ornamental Trees

 

Both options are similar in design with the exception of additional bumpouts at Poplar Street and Plum Street for Option #2.

Staff is supportive of both options, however staff believes with the activity on/adjacent to the street with the NAG/Longfellow School/St Johns Church that option 2 with the additional bumpouts is recommended.

Alternative Options:

Additional options can be discussed and brought forward at any time throughout the project design process.

 

Financial Impacts:                     

Attachment #3 shows the cost for each option.  The majority of the design amenities will be paid for using Municipal State Aid (MSA) funds.  The remaining funding not covered by MSA funds will be funded with the project bonding. 

 

In additional to the attached construction costs, there will be additional professional design service cost with both options.  Staff believes that these costs will be covered within the overhead costs allocated to the project.

 

Currently project costs are estimated at $2,984,134 at the feasibility report.  With the additional improvements on Third Street project cost are estimated.

 

Option 1 Project Costs $3,368,134

Option 2 Project Costs $3,452,134
