Action Requested:
Staff and the City Council subcommittee recommend approval of Resolution Stating Principles and Policy Positions Regarding Future Growth, Development and Boundary Adjustment Issues in Preparation for Negotiations with Bridgewater Township and in Response to Bridgewater Township's Efforts to Incorporate as a City.

Summary Report:
The City currently has an orderly annexation agreement with Bridgewater Township to provide for the long-term urban growth of the City of Northfield while balancing the preservation of the townships rural character.

The current orderly annexation agreement is ending in 2019. The Northfield City Council previously passed Resolution 2019- 014 expressing the City Council' s support of negotiating a new orderly annexation agreement with Bridgewater Township, or in the alternative, extending the term of the existing orderly annexation agreement, and appointing a subcommittee of the City Council to oversee City staff negotiations of the same with Bridgewater Township representatives.

The subcommittee of Mayor Pownell, Councilor Ness, and Councilor Peterson-White are recommending the City Council approve the attached resolution to further provide guidance to the subcommittee for presentation to the Bridgewater Township Supervisors in an effort to achieve a mutually agreeable orderly annexation agreement. City Attorney Scott, City Administrator Martig, and Community Development Director Baker support the resolution as well.
