Consider Resolution for 2019 Federal Recreation Trail Program (FRTP) Grant for Mill Towns Trail at TH 246 and Jefferson Parkway.

Action Requested:                     

The Northfield City Council approves the attached Resolution requesting grant funds through submittal of an FRTP grant application

 

Summary Report:

The City of Northfield has received $1,383,480.00 in funds from MnDOT’s Local Partnership Program (LPP) and Local Road Improvement Program (LRIP) to be used on intersection improvements for TH 246 and Jefferson Parkway (Attachment 2).  This project is in the early planning stages, and construction is scheduled to occur in 2020.  Along with the roundabout construction, Jefferson Parkway is also the preferred alignment for the Mill Towns Trail.  Therefore, the installation of a grade-separated pedestrian underpass is also part of the project scope.  Staff is suggesting the City apply for the maximum amount of $150,000 in FRTP Grant dollars to help with the funding of this grade-separated pedestrian tunnel. 

 

Alternative Options:

Staff is also looking at additional opportunities to aid in funding the grade-separated pedestrian tunnel.

 

Financial Impacts:

City Staff is suggesting the City apply for the maximum amount of $150,000 for this grant.  This grant requires a 25% cash or in-kind match to be eligible.

 

Tentative Timelines:                     

Applications are due February 28, 2019 and require a City Council resolution.  If approved by Council, the resolution would be provided to The MnDNR as part of the application submittal. Notice of award is anticipated in the Summer of 2019.
