Action Requested:                     

The Northfield City Council considers approving the Resolution Accepting Bids and Awarding the Contract for the Wastewater Treatment Plant Biosolids Replacement Project. 

 

Summary Report:

The City Council is asked to award the contract for the Wastewater Treatment Plant Biosolids Replacement Project (WSTR2018-J16). The plans and specifications were completed by Bolton & Menk, Inc. At the January 8, 2019 City Council Meeting, the Council authorized advertisement for bids for the above-referenced project via Resolution 2019-005. The project was advertised as required by Minnesota Statute. The ad for bid was published in the Northfield News and on the MnDOT eAdvert site.

 

The City received five responsive, competitive bids, which were publicly opened and tabulated on February 7, 2019 at 2:00 p.m. The lowest responsive bidder is Shank Constructors, Inc with a lump sum bid of $2,168,400.00. This bid was under the engineer’s estimate of $2,500,000.00-$3,000,000.00.

 

Bolton and Menk, Inc. reviewed the bids and staff recommends approval of the lowest bid.

 

Alternative Options:

The City Council can choose not to award the project; however, staff does not recommend this based upon the current need for the equipment.
