SUMMARY AND ACTION REQUESTED:
The Housing & Redevelopment Authority (HRA) to review staff report and set a date for a structured work session to develop new goals and work plan.

BACKGROUND:
The HRA adopted a 3-year work plan in 2015. The work plan included, on-going initiatives, enhanced partnerships and specific projects such as Home Matters, Street Assessment Assistance and green standards. The HRA also adopted a mission statement. In past years, the HRA has held retreats or special work-sessions to update their mission statement and work plan.

The Northfield City Council adopted a strategic plan in 2018. One of the top strategic priorities of the plan is Affordable Housing. Desired outcomes include grow & maintain affordable housing, more senior units, expand supportive & emergency housing.

ANALYSIS:
The HRA desires to keep its work plan and mission statement up-to-date and timely, which includes consideration of the Northfield Strategic Plan. The HRA should consider a one-day (3 - 4 hour) retreat in a quiet location for the purpose of discussion and possible revisions of the mission statement and work plan.

The City Website would be the most advantageous place to announce proposed changes to the HRA work plan and mission statement. The HRA could seek public comment through the Affordable Housing Task Force and/or through a public hearing at a future HRA meeting.

The HRA would need to decide a date and a time for the retreat. For example:
Morning, breakfast meeting, or
Mid-morning lunch meeting, or
Afternoon lunch meeting, or
Evening dinner meeting

OPTIONS:
The HRA could use their regular meetings to discuss updates and revisions. However, at least 3 - 4 hours will be needed to fully understand and discuss options. Each meet...
