Consider Motion to Authorize the Purchase of a Camera System for the City's Infrastructure Televising System.

Action Requested:
The Northfield City Council is asked to consider a Motion authorizing the purchase of the Envirosight Rovver X System from Macqueen Equipment Group for the amount of $161,817.75.

Summary Report:
The Wastewater Division of Public Works is seeking authorization to purchase the Envirosight Rovver X System to replace the 2001 camera system. The 2019 Capital Equipment Plan calls for the replacement of the 2001 Ford E-450 TV Van. As part of the replacement, the camera and crawler operating system are scheduled for replacement. Staff has authorized the purchase of a new sprinter van to house the new equipment from Midway Ford Commercial for $34,092.43. This motion will authorize staff to purchase the Envirosight Rovver X System from Macqueen Equipment. The purchase total of $161,817.75 is from the Minnesota State Contract number W-986(5).

The major equipment for the purchase includes the camera with a crawler, different sized wheels for the crawler to be used in different types of pipe, 1,000 feet of cable for videoing multiple street blocks at one time, a Win Can VX software license, staff training, a mobile control center for the camera system, safety strobe systems and other miscellaneous items used for operating the system.

This system has shown much advancement in operation from the City's current camera truck system. A few major advancements include a smaller camera/crawler (20 pounds compared to old system of 50 pounds roughly), better maneuverability by having dual drive motors (one for each side of the crawler to be driven separately when needed), mobile capabilities (the crawler system can be removed from the camera van and put on an off-road vehicle), and advanced software allowing...
