Resolution Adopting 2019 Community Development Block Grant Application

SUMMARY AND ACTION REQUESTED:
The Housing & Redevelopment Authority (HRA) to review and adopt resolution supporting Fiscal Year (FY) 2019 application for Community Development Block Grant (CDBG) Funding through the Dakota County Community Development Agency (CDA).
BACKGROUND:
Each year the HRA receives approximately $61,000 in CDBG funds through the CDA. In 2019, the CDBG allotment for the Northfield HRA is $63,352. The HRA must make application for the funds in early January. The application must outline the use of funds for each program and be accompanied with an HRA resolution of support.
On November 27, 2018, the HRA voted to utilize FY2019 CDBG funds as follows:
Manufactured Home Rehabilitation Grant Program $23,362
• The HRA could provide a grant or forgivable loan of up to $8,000 to income qualified manufactured home owners for repairs and updates of their manufactured home.
Manufactured Home Down Payment Assistance Grant Program $20,000
• The HRA could provide a forgivable loan of up $10,000 for the purchase of a new or newer manufactured home.
Manufactured Home Clearance & Demolition Program $20,000
• The HRA could purchase older manufactured homes, which are no longer viable for habitation at a set price of $2,000. The homes purchased would then be removed and properly demolished utilizing CDBG funding.
RECOMMENDATION:
The HRA to consider adopting Resolution 2018-06 supporting the application for FY 2019-2020 CDBG Funds.
