Action Requested:                     

The Northfield City Council considers a Motion approving the Extension of and Third Amendment to Northfield Community Resource Center Management Services (NCRC) Agreement.

 

Summary Report:

Attached is the current NCRC Agreement with the City of Northfield and the NCRC Corporation members.  The existing agreement that was extended for one year in December of 2016 and one year in December of 2017 is scheduled to expire at the end of the year. 

 

The current financial analysis of the NCRC building draft has been completed by AEM Financial Solutions.  Staff has presented to the NCRC corporation and a special committee is working on reviewing the least agreements.  The Council Finance Policy Committee has not yet had a chance to meet due to review the draft presentation due to delays.  Staff is working with a committee of the NCRC corporation to review leases and cost allocations. 

 

There is progress being made on the analysis but is ongoing and expected to be completed and presented in the first or no later than second quarter of 2019.  In the meantime, staff and the NCRC members are supportive to continue the agreement through 2019. The intention is that this agreement and others will be reviewed more comprehensively in 2019 and changes are anticipated.
